Landfill Safe Closure & Remediation

Landfilling is one of the most convenient and economical methods of solid waste disposal throughout the world. Landfills are usually located close to primary areas of waste generation – predominantly, urban centres. With rapid socio-economic growth of countries, landfills may be sited too close to booming urban development. This, plus increased environmental awareness of the public, requires that environmental risks and degradation be mitigated safely and expeditiously.

Landfill operations create nuisances such as odour, noise, dust, pests and air-borne vectors Major environmental consequences include generation of leachate and landfill gas that pose great environmental, and health and safety risks to the neighbouring land, surrounding communities and contamination of surface and groundwater.

Stability of landfills remains a critical factor. Slope stability failures of landfills have resulted in many well-publicised incidents that involved loss of lives and damages to properties.

Safe landfill closure and remediation of landfills that have reached their economic lifecycle is increasingly becoming critical for the well-being of communities.



CyEn, through its associated companies, has extensive experience in the design, restoration and planning afteruses for landfill sites - particularly, on the systematic closure and remediation of 13 landfills in Hong Kong with a total area of 300 ha, which involved:

Transfer Stations


Transfer stations are facilities at which municipal solid wastes (MSW) in smaller loads from collection vehicles are consolidated into larger transfer trailers. Transfer stations reduce haulage cost, pollution, traffic congestions and collection vehicle maintenance.

Transfer stations serve as a link between a community’s waste collection system and a final waste disposal facility. For disposal sites that are located far from source of waste generation, the use of a transfer station allows economical transportation of these waste to the final waste disposal facilities.

Transfer stations also allow:
  • An opportunity to screen waste prior to disposal
  • The flexibility in selection of final waste disposal sites
  • Collection crew to spend less time traveling to and from distant disposal sites and more time collecting waste
Many municipalities, locally and abroad, have recognised that it is more economical to operate a transfer station rather than site, build, operate, maintain and eventually close a landfill near cities.


CyEn has a strong team of multi-disciplinary professionals that specializes in the planning, development and construction of modern waste transfer station facilities.

With the award of the Southern Kuala Lumpur Transfer Station (SKLTS), CyEn has become the first private company to fund, develop and operate a waste transfer station facility in Malaysia.

CyEn also has the technical expertise in the planning, design and construction of leachate treatment plants and other waste transfer station related facilities.


Integrated Waste Management Facility

Integrated Waste Management (IWM) is the integration of waste related facilities (from intermediate facilities to final disposal sites) to optimise operational costs, conserve landfill space, preserve environmental quality and conserve natural resources though a comprehensive waste prevention, recycling, composting and disposal scheme.

IWM involves the selection and application of appropriate technologies, techniques and management practices to achieve the minimization of cost and environmental harm. A single choice of method is usually unsatisfactory, inadequate and not economical. This has resulted in an integrated approach to better manage solid waste to achieve economical goals and environmental targets.

Ultimately, the objectives of IWM are to achieve efficiency in operations and the reduction of waste to final disposal sites.
