Taman Beringin Landfill Closure & Remediation
The Taman Beringin landfill, owned by Kuala Lumpur City Hall
(DBKL), is located in Jinjang Utara, Kuala Lumpur, and occupies
an area of more than 16 ha. Along its northern flank is Sungai
Jinjang.
With the rapid growth in the socio-economic development of
Kuala Lumpur, Taman Beringin landfill has already exceeded
its operational lifespan and is being closed. Environmental
degradation to the surrounding areas caused by the landfill
operations has resulted in leachate contamination of surface/ground
water, landfill gas migration, odour and vector-borne nuisances.
Realising its responsibility towards the environment and the
community, DBKL had awarded CyEn in 2004 a ‘Design and
Build’ contract for the ‘Closure and Restoration
of the Taman Beringin Landfill, Kuala Lumpur – Phase
1’ that involves:
- Development of a ‘Restoration Master Plan’
- Installation of final cover
- Improving landfill gas management system incorporating a landfill gas barrier
- Improving the leachate management system incorporating new leachate collection system and leachate treatment plant
- Ancillary infrastructures incorporating earthworks, surface water drainage, roadworks,
turfing, etc.
- Aftercare incorporating environmental monitoring and settlement works

Transfer
Stations – Southern Kuala Lumpur Transfer Station (SKLTS)
CyEn has been awarded the "Build, Operate and Transfer" (BOT) privatisation of a new solid waste transfer station, known as the “Southern
Kuala Lumpur Transfer Station (SKLTS)” at Kampung Bohol,
Mukim Petaling, Kuala Lumpur.
Built on a site of approximately 9 ha in size, SKLTS
is designed to cater for the management of solid waste for
the southern part of Federal Territory of Kuala Lumpur (FTKL)
and the state of Selangor for the next 30 years.
SKLTS is designed to achieve operational efficiency, with
minimal impacts on the surrounding environment during the
development and operation of the facility.

Preparatory
Support Activities towards Malaysia’s Second National
Communication
Malaysia ratified the UNFCCC in 1994. In response to an obligation
to the Convention, Malaysia submitted its Initial National
Communication (INC) in 2000. The preparation of the Second
National Communication (NC2) has been identified as a prioritised
action by Malaysia’s National Focal Point, Conservation
& Environmental Management Division (CEMD), Ministry of
Natural Resources & Environment. The report, besides continuously
meeting the commitment under the Convention, will help in
identifying the national priorities and needs in order to
facilitate the necessary decision-making by policy makers.
Through a DANIDA-funded
project, “Multilateral Environmental Agreements: Capacity
Building and Implementation in Malaysia”, CyEn has been
appointed as the Local Climate Change Consultant to assist
CEMD in drafting an application proposal for the GEF’s
fund for the preparation of Malaysia’s Second National
Communication (NC2). Activities for implementation in NC2
are identified through various stocktaking and stakeholders
consultation means, which include reviewing the INC, interviewing
key stakeholders, organisation of workshops and reference
to international experience and best practices.
In addition, mapping
of climate change stakeholders is carried out as part of the
preparatory activities for the NC2 process. The resulting
outputs will thus be of use both in the specific NC2 process,
as well as in the general work on institutional development
related to management of UNFCCC.
Bridging Activities for Malaysia’s
Second National Communication (NC2)
Recognising that the approval
process for the application of the GEF’s fund may require
a few months, CyEn is currently assisting the Malaysia’s
National Focal Point in undertaking several bridging activities
in order to maintain the momentum and sustain the awareness
of stakeholders on the NC2 process. The activities are directed
to establish the institutional structure for the NC2 process,
to mobilise the involved stakeholders and to further enhance
their capacity and awareness.
The bridging activities for the
preparation of NC2 include:
- Establishing the infrastructure for NC2 preparation
- Study of Annex I and non-Annex I country experience and practices
- Awareness activities for high-level government officials and media
- Training and supportive studies as input to the NC2 process
- Stakeholders mobilisation in Sabah and Sarawak
